Any entity that accepts federal funding is a debtor of the United States, and the Judiciary Code has a process (28 USC Chapter 176) that The American Legion could use as the United States for the good of the country, to include filing federal criminal complaints with the ‘"Counsel for the United States" Unfortunately, The American Legion has NOT complied with its federal charter mandate, and therefor has no power and authority until it does by registering an agent with the proper state office.
