The sixth article of the Constitution of the United States mandates:
'This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.'
One of those laws "28 USC 1651" commands "(b) An alternative writ or rule nisi may be issued by a justice or judge of a court which has jurisdiction."
Therefor "any" court in the territorial United States claiming jurisdiction should be able to issue a "Writ of Alternative Mandamus" in a "Case" that you have been made a defendant of. ..
Or, issue as an original writ in suits started by you over people or subject matter the Court claims jurisdiction over. .. only trying and time will tell.
