In an attempt to "petition the Government for a redress of grievances" I am petitioning a Congressman to use his power under Article 1, Section 8 of the Constitution of the United States and invoke the "Power" of the Secretary of Veterans Affairs to issue to me the Veterans Identification Card exactly as described in 38 U.S.C. 5706, and this video describes how I got to this point. What grievance would you petition the Government for relief from? Constitution of the United States AMENDMENT I Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances Constitution of the United States Section 8, The Congress shall have Power … ‘To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.’
