Featuring Andrew Francis as Luffy and Samuel Vincent as Zoro, this was a test dub produced by Ocean Productions in Vancouver, Canada (known for the Ocean dub of Dragon Ball Z) back when Toei was making deals with several different companies about bringing One Piece to the US and Canada before 4Kids acquired the series. Ocean was likely commissioned by either Viz Media, Bandai or Geneon to produce this dub as Ocean is just a post production company.
